The Fall River Valley Community Services District board unanimously approved authority to seek interim financing from the Rural Community Assistance Corporation for its Wastewater System Expansion Project, while key property agreements for the project remained unresolved.

The board’s Sept. 16 minutes show three directors voted in favor of Resolution 2026-07, which authorizes the district to submit an RCAC loan application and, if approved, incur debt up to the amount RCAC approves. The resolution also authorizes execution of a loan agreement, promissory note, security documents and paperwork needed to distribute the funds.

The public resolution does not state the amount the district planned to request, an interest rate, repayment schedule, maturity, fees or collateral terms. No RCAC application or signed loan agreement was identified in the district records reviewed for this story.

The financing action comes as the district works to secure property rights needed for the wastewater expansion. In its Sept. 16 project update, the district said it was still working with homeowners on easement acquisitions, had moved the Circle Bell lift station to an add-on bid item because of project time restrictions, and expected deed documents for easements to be completed and sent out.

The district’s Oct. 14 general manager’s report said an additional resident seeking an easement had raised the possibility of compensation. The report did not identify the resident, specify an amount or say whether an agreement had been reached.

The report also described a possible alternative for the Circle Bell property: a five-year lease with an option for the district to purchase the property. Before that could happen, the district said it would need to work through the process of removing the affected portion of the property from the Williamson Act. The report did not identify the property owner or parcel, provide proposed lease or purchase terms, or document a county filing or decision.

The unresolved agreements could affect the timing and scope of the expansion, including the Circle Bell lift station. The district’s records reviewed for this story do not show whether the remaining easements have since been executed, whether compensation was approved or paid, or whether RCAC approved or funded the financing request.
