The Fall River Valley Community Services District placed two project-enabling resolutions on its Sept. 16 agenda as its wastewater expansion moves toward construction and bidding.
Under Resolution 2026-06, the district board was asked to authorize the general manager or a written designee to execute certificates accepting easements, deeds and other real-property interests that have already been approved or accepted under applicable law and district policy. The proposed resolution says the authority would not independently authorize a property acquisition requiring separate board approval.
Resolution 2026-07 would authorize the district to apply to the Rural Community Assistance Corporation for interim financing for the Wastewater System Expansion Project. If RCAC approves a loan, the resolution would allow the district to incur debt up to the approved amount and execute a loan agreement, promissory note, security documents and related disbursement paperwork. The packet does not state a final loan amount, interest rate, term or security terms.
The district’s general manager’s report says about $12.338 million in project funding must be spent by March 2029. It also says an estimated eight to 10 contractors attended a pre-bid walkthrough, while easement acquisitions remain underway. Because of project time restrictions, the Circle Bell Lift Station was moved to an add-on bid item. The report says deed documents for easements were expected to be completed and sent out soon.
The resolution documents include blank spaces for ayes, noes, absences and abstentions, so the reviewed packet does not establish whether the board adopted either resolution. Approved minutes or signed resolutions would be needed to confirm the outcome. The packet also does not establish the final bid award or construction schedule.
