A Sutter County Health and Welfare Committee packet proposes shifting and appropriating $100,500 in FY 2026-27 realignment-funded behavioral-health money while increasing contract maximums for three residential-care providers. The proposal is scheduled under agenda item MT8021 in the Oct. 6 committee packet.
The staff report recommends increasing Mental Health appropriations by $100,500, offset by the cancellation of fund balance, and increasing Behavioral Health appropriations by the same amount, funded through a transfer from Mental Health. The report says the adjustment would have no General Fund impact and would support residential-care costs.
The proposed amendments would raise Telecare Garfield’s maximum to $115,200 for fiscal year 2025-26 and to $118,206 for each of fiscal years 2026-27 and 2027-28. The proposed Life Generations amendment would increase its 2025-26 maximum to $740,750. The Davis Guest Home amendment would raise its 2025-26 maximum to $311,700.
The county report says Sutter and Yuba counties together have about 94 people conserved under the Lanterman-Petris-Short Act who cannot live independently and for whom Sutter-Yuba Behavioral Health is responsible for arranging and funding appropriate placements. It says the population is expected to grow because of state initiatives including Senate Bill 43, CARE Court and competency-related referrals.
Placement options are limited, particularly locally, the report says. It cites the loss of about 60 board-and-care beds between 2018 and 2021 and says limited capacity can delay moves to less restrictive settings for people whose clinical condition improves. The report says facilities generally bill Medi-Cal for eligible physical-health services, while Sutter-Yuba Behavioral Health covers remaining behavioral-health and residential costs through payments based on each client’s needs.
The packet recommends that the committee send the amendments and budget adjustment to the Board of Supervisors for approval.
