Shasta County’s Health and Human Services Agency is asking supervisors to approve a retroactive renewal agreement with the County of Glenn for Child Welfare Services/Case Management System training, capped at $235,443 and covering July 1, 2026, through June 30, 2029.
A staff report says the Northern Counties Consortium combines training resources from participating counties and that Glenn County serves as the fiscal agent, contracting with UC Davis to provide the instruction. The county uses federal funds and social services realignment funds to participate in the consortium, according to the report.
The report says the training covers basic and advanced CWS/CMS functions, including referral processing, case management, documentation, case plans, court reports and data retrieval. It also says the system is used statewide and helps track federal child welfare outcomes.
Shasta County says the consortium offers broad training options, including in-county sessions and relatively short travel to Orland compared with traveling to Sacramento. The report also says the consortium can work with UC Davis to tailor trainings to the needs of northern rural counties.
The agreement is retroactive because of delays in processing the consortium master agreement in Glenn County, the report says. It warns that if supervisors do not approve the renewal, HHSA’s Behavioral Health and Social Services Branch would lose access to needed training for the case-management system and could risk noncompliance with state and federal mandates.
The staff report says County Counsel approved the agreement as to form, Risk Management approved it and the County Administrative Office reviewed the recommendation. The item is on the Board of Supervisors’ July 28 consent calendar.
