Shasta County supervisors are set to consider a narrow zoning cleanup that would revive a dormant ordinance tied to the Johnson family trust property in the Bella Vista area.
According to a staff report for the June 30 meeting, the board is being asked to hold a public hearing, adopt Planning Commission findings and then enact an ordinance amending Ordinance No. 378-2073 so the fee-payment deadline can be extended to July 23, 2027.
Staff said the original 2023 ordinance approved the zone change and related Property Line Adjustment 23-0003, but it never became operative because the required Notice of Exemption and California Department of Fish and Wildlife fees were not paid within 30 days. The report says that left the ordinance "dormant" and with "no force or effect" until it is amended or repealed.
The proposed amendment would keep the underlying land-use change in place while giving the applicant more time to pay the county fee and record the property line adjustment, which staff said is tied to the ordinance becoming operative. The report says the Planning Commission reviewed the item May 14 and recommended approval on a 5-0 vote.
The staff report says the subject parcel is at 10921 Old Oregon Trail in Redding, in the county’s District 4. It also says the property was previously rezoned from Exclusive Agricultural combined with Agricultural Preserve to Limited Agriculture for a 4-acre portion of an 88.9-acre parcel.
The report recommends finding the project exempt from CEQA under State CEQA Guidelines section 15061(b)(3) and categorically exempt under section 15301, with no unusual circumstances under section 15300.2(c).
