Humboldt County planners moved a major Humboldt Bay Area Plan update forward on July 16 while signaling that the most contentious Samoa-area rules would come later.
At the workshop, staff and commissioners discussed how a future port overlay zone could govern industrial development in Samoa, but staff said any port overlay or heavy-lift terminal proposal would require separate CEQA review, public hearings and later action by the county and the California Coastal Commission, according to the meeting summary. The July 16 agenda showed the Humboldt Bay Area Plan workshop was the main hearing item for the night, with the next regular meeting listed for Aug. 6.
Public commenters used the workshop to press for stronger protections in the draft. According to the meeting summary, Humboldt Waterkeeper asked for clearer outdoor lighting standards and more explicit policy language for the port overlay zone. Other commenters raised concerns about noise, water quality and how the plan should protect aquaculture and other coastal food production uses. The summary also says Samoa residents urged the county to address traffic, neighborhood impacts and development expectations tied to the area.
The workshop did not settle the port overlay’s boundaries, standards or whether a heavy-lift terminal will be pursued. Instead, it separated those questions from the broader plan rewrite, setting up the next round of debate as staff returns with revisions before the county’s follow-up meetings.
