Shasta County supervisors are being asked to award a $5,155,981.45 contract for the West Central Landfill Unit 5A Project to Eddie Axner Construction, Inc., according to a July 28 staff report.

The report says the project would build the next waste management unit at West Central Landfill, which serves municipal waste from the county and the cities of Redding, Anderson and Shasta Lake. Staff says the current disposal area is nearing capacity and that Unit 5A would provide about five more years of landfill disposal capacity.

The board had already approved the project’s plans and specifications on June 16, and bids were opened July 10. Three bids were received, and the low bid came in 4% below the engineer’s estimate, according to the report.

Along with the contract award, staff is asking supervisors to approve budget amendments that would add $5,053,000 to the Solid Waste Admin Budget (BU B07) and another $5,053,000 to the West Central Landfill Replacement and Improvement Admin Budget (BU B06), offset by retained earnings. The fiscal impact section puts the total estimated project cost at $7,053,000, covered by customer disposal fee revenue.

The packet also asks for authority for the Public Works Director or designee to sign and record a notice of completion within 15 days after the work is finished. That step would shorten the statutory lien period from 90 days to 30 days and speed final payment to the contractor, the report says.

The project is listed under the county’s July 28 board materials, and the staff report identifies the Public Works Department as the lead department.
