The Redding Planning Commission approved amendment application AMD 2025-00266 and parcel map application PM-20205-0091 for EP2, Reading OASIS LLC, after what staff described as the third hearing on the project.
According to the meeting transcript, the commission first approved the minutes from the Aug. 11, 2026 meeting before taking up the public hearing item. Associate Planner Danny Castro presented the project, though much of the transcript is garbled and incomplete.
Discussion centered in part on possible emergency water-supply routing from Belavista. Staff and commissioners discussed whether a waterline could be used for firewater pressure and emergency supply, and one concern raised was that the line could run through a marsh area.
Commissioner comments also focused on environmental review. One commissioner asked whether the project should have relied on the 2023-2045 general planning IR as the environmental reference document to identify additional mitigation measures. A staff response in the transcript said the project had a six- to nine-year time frame for approval and suggested the issue was unusual and not likely to recur soon.
The chair then called for a vote, no opposition was heard, and the motion carried.
