Sutter County’s Planning Commission is set to hear Lennar Homes of California LLC’s request for a use permit to build a private amenity center for the Latitude Margaritaville project at Lakeside at Sutter Pointe Phase 1, according to the June 17 agenda packet.

The staff report says the project would include an 8,245-square-foot restaurant and bar, a 10,400-square-foot fitness center, two swimming pools, a multipurpose indoor entertainment venue and an open plaza for outdoor community concerts and events. The site is identified as Lot 3 of the Large Lot Final Map of Lakeside at Sutter Pointe Phase 1, about 0.6 miles north of Riego Road and 0.5 miles west of Natomas Road.

Parking is a central issue in the report. County staff calculated a need for 523 spaces, while the applicant proposes 160 on-site parking spaces and 70 golf-cart spaces. One proposed condition says Lennar would have to monitor parking use after the facility opens and, if the county finds persistent shortages or overflow, submit a mitigation plan and/or provide additional off-site parking to the satisfaction of Development Services.

The environmental review also appears to be narrower than a full new study. The item relies on an addendum to the previously certified Sutter Pointe Specific Plan Environmental Impact Report, and a recommended finding in the packet says no additional environmental review is necessary.

Other recommended conditions in the packet say the amenity center would be owned, operated and maintained by the homeowners association, would not be run commercially for the general public unless otherwise authorized, and would be subject to required approvals from the California Department of Alcoholic Beverage Control, the Feather River Air Quality Management District and Sacramento Area Sewer District, among others. The packet also says a notice of determination would need to be filed after approval.
