Anderson-Cottonwood Irrigation District’s Aug. 31 special meeting packet shows the district considering an amended consultant scope and fee for a new special benefit assessment under Proposition 218.
In an Aug. 11 amendment letter from Provost & Pritchard Consulting Group, the firm says the district wants to move ahead with the assessment process after previously pausing it in 2025. The revised scope calls for updating the engineer’s report with the district’s 2025 and 2026 budgets and related revisions, then refreshing the assessment roll with current parcel data from Shasta County and Tehama County.
The amendment also adds ballot and election services through MK Elections, along with a pared-back outreach package that includes an informational flyer and one town hall meeting. The total revised fee for the engineer’s report and Proposition 218 services is listed as $124,500.
The letter says the district is aiming to finalize the engineer’s report and hold the Proposition 218 election in early to mid-December 2026. To meet that schedule, the consultant says notices and ballots would need to be mailed by early October, and the report should be finalized and approved by the board by September.
The meeting agenda also lists a resolution on 2026-27 off-season maintenance work. Resolution No. 2026-08 would approve canal and lateral rehabilitation work and declare it exempt under the California Environmental Quality Act. The packet describes the maintenance program as about 41,160 linear feet of work with a total program value of roughly $2.65 million.
The agenda does not say whether the board approved the assessment amendment at the Aug. 31 meeting, and the packet does not include a vote tally or the underlying assessment amount per parcel.
