The Assembly Communications and Conveyance Committee unanimously advanced SB 1190 on Wednesday, sending the youth transport bill to Appropriations after testimony that cast it as a response to abusive practices in the troubled-teen industry.
Sen. Grove described the measure as the Safe Passage for Youth Act, and committee materials say the bill would require California Public Utilities Commission charter-party permits, background checks, staff training and parental consent for private youth transport services. It would also ban blindfolds, hoods, physical restraints and overnight pickups.
Witnesses in support included Amanda Simmons, who testified on behalf of youth victims of institutional abuse, along with Alex Gata and Chantelle Johnson. The committee summary says the hearing record also included survivor testimony and organized support and opposition around the bill.
The committee advanced SB 1190 9-0 as amended, according to the hearing record.
