Shasta County Risk Management is asking the Board of Supervisors to authorize a contract with Paradigm Clinical Solutions for Restorative Recovery Plan services tied to catastrophic workers’ compensation claim 25-0495, according to a county memorandum. The proposed arrangement would cover medical treatment and case management from the date of injury through Oct. 7, 2026.
The memo says the county’s current cost projection for the claim is $197,604, but the agreement would set a fixed maximum county cost of $292,400 for the contract period. Risk Management says that cap would shift additional financial risk to Paradigm if costs rise because of complications, additional procedures, extended rehabilitation or treatment delays.
In the memo, county staff say Paradigm’s multidisciplinary case management and provider network could help speed access to specialists, improve recovery outcomes and reduce the likelihood of disability ratings, industrial disability retirement and litigation. The memo also says Shasta County has limited local medical providers and that workers’ compensation patients can be difficult to place with treating physicians, making coordinated outside case management potentially useful.
Risk Management says it expects the county will save money over the long run by entering the agreement and says this would be the first contract of its kind for Shasta County. The department also plans to provide an after-action review to the Auditor’s office to assess whether similar agreements would be worthwhile in the future.
