Shasta County supervisors are being asked to revise their public-comment rules after staff said the county’s current systems and staffing cannot fully support part of the workflow adopted in February.
A June 23 staff report says the board adopted Policy Resolution No. 2026-01 on Feb. 10 and then began building the platform and procedures needed to carry out Senate Bill 707’s expanded public access requirements. But staff now say part of that process is difficult to administer, especially the rule limiting each speaker to four agenda items and the first-come, first-served speaker order.
The report recommends that the board direct staff to return with amendments to Administrative Policy 1-101, suspend Rule 7.6.3 until the county can support the SB 707 process, remove the four-item limit, and raise Open Time public comment to 30 minutes. It also would give the chair authority to adjust both individual speaker time and the total time for public comment on an item.
The staff report says County Counsel approved the proposed changes and that the work can be done within existing Fiscal Year 2025-26 budgeted funds. It also says the item carries no additional General Fund impact.
The materials reviewed for this report do not include any June 30 board action, so it is not clear whether supervisors adopted the recommendation or modified it.
