RIO DELL — The City Council on Sept. 15 adopted Resolution 1683-2026, authorizing staff to proceed with completion of the city’s animal kennel project and setting an overall spending cap of $125,000.
The agenda described the item as authorizing the chief of police and streets superintendent to coordinate and execute the work. In the meeting transcript, the police chief told council members the city had already received $10,415.50 in donations and a cement contribution worth $2,140.38, and said staff expected additional savings from project changes such as removing a built-in heater and finding a lower-cost electrical solution.
The chief said the city was seeking to move ahead before winter, when construction windows would narrow and costs could rise. He also said the city would continue soliciting donations and seeking grants.
Council approved the resolution 4-0, according to the meeting transcript.
The agenda and transcript do not fully spell out the project’s final specifications or procurement path. But the record shows council formalizing the kennel work as a city capital project, with staff saying it would be handled in-house.
