The Redding City Council approved a local amendment to Title 14 addressing nonfunctional turf under Assembly Bill 1572, voting 4-1 after a public hearing with no public comments, according to the Oct. 6 council meeting recording.
The amendment restricts irrigation of ornamental, nonfunctional turf at specified commercial, industrial, institutional and homeowners association properties. Commercial, industrial and institutional properties generally must comply by Jan. 1, 2028, while homeowners associations have until Jan. 1, 2029. Redding facilities are scheduled to comply by Jan. 1, 2031, or later if state funding is unavailable, the meeting record states.
Staff said implementation would begin with education and assistance rather than immediate fines. The meeting record does not establish the final enforcement workflow, penalty schedule or complete list of properties covered by the local rules.
