The California Public Utilities Commission used an April 22 California Advanced Services Fund workshop to spell out how Decision 25-11-003 is changing broadband grant administration.

During the session, staff said the decision updated the adoption, consortia and line-extension programs, including new eligibility rules, expanded tribal participation and faster approval paths for some smaller awards. In the consortia account presentation, staff said the revised rules now include a new pathway for three tribal regional consortia and can support BEAD-related and other deployment activities.

The workshop also highlighted how the line-extension pilot is already being used. Staff said the program has awarded about $2 million and connected more than 250 low-income households, underscoring the practical impact of the rule changes as CASF continues to process applications.

The workshop record did not include the text of the decision itself or a formal vote readout, but it put the implementation details on the public record and showed CPUC staff are already describing the new pathways as active program guidance.
